By placing its payments subsidiary here, TikTok is likely also eyeing the possibility of turning it into a cross-border payment processing hub spanning Southeast Asia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ho Chi Minh City has designated \"high-tech and innovation-led industries, data centers, logistics, and green growth\" as priority areas for attracting FDI, and TikTok's establishment of three companies falls under four of those areas (high-tech, innovation, logistics, and data). The city's full-year 2026 FDI target is USD 11 billion, meaning the TikTok project alone accounts for about 1.1% of that target.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Comparison with competitor trends<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Vietnam's social commerce market is expected to reach USD 21 billion in scale in 2026, with Shopee and TikTok Shop together accounting for an oligopoly of about 97% of GMV. Under the two-player structure of Shopee and TikTok Shop, the pool of users reachable only by listing on TikTok (especially younger and rural consumers) is expected to grow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, once TikTok Payment goes into full operation, reliance on outside wallets such as Apple Pay, Google Pay, and MoMo will decrease. When Japanese companies list on TikTok Shop, they will need to redesign their payment fee structure, provisioning process, and sales settlement cycle. <a href=\"https:\/\/india-marketing.jp\/en\/vietnam-news\/hcmc-fintech-hub-30m-fund-binance-april-2026\/\">The Ho Chi Minh City Fintech Hub<\/a>\u2014 together with this, Vietnam's payment infrastructure is entering a phase of rapid restructuring.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Comparing the scale of the investment<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The USD 125 million figure is equivalent to about 4.3% of Ho Chi Minh City's total Q1 FDI of USD 2.9 billion.
