Home / Insights on entering the Indian market

Diwali 2026 falls on Sunday, November 8. On the Indian government's holiday calendar, it is a closed day for central government offices.
For Japanese companies, though, what matters is not the date itself but how operations on the Indian side change during this week. In 2026 there is no substitute holiday, and the surrounding observances are handled through a system with no Japanese equivalent, the Restricted Holiday. This article lays out the schedule and its impact on operations, and then covers how to plan your festive sales push.
Diwali is a five-day festival. The date of the main celebration is based on calendar calculations and changes every year, falling anywhere between mid-October and mid-November. What causes confusion here is that the dates as a religious observance and the dates as a government holiday do not match. You need to use whichever is relevant to your purpose, so we present them separately below.
| Date | Observance |
|---|---|
| Friday, November 6 | Dhanteras |
| Saturday, November 7 | Naraka Chaturdashi |
| Sunday, November 8 | Diwali / Lakshmi Puja (main day) |
| Monday, November 9 | Govardhan Puja |
| Tuesday, November 10 | Bhai Dooj |
This is a common breakdown based on the traditional Panchang (Hindu calendar), and dates may shift by a day or two depending on the calendar school followed. See here for planning gifts and promotions.
| Date | Observance | Category |
|---|---|---|
| Sunday, November 8 | Diwali | Closed day |
| Sunday, November 8 | Naraka Chaturdasi | Restricted Holiday |
| Monday, November 9 | Govardhan Puja | Restricted Holiday |
| Wednesday, November 11 | Bhai Duj | Restricted Holiday |
Dhanteras does not appear on the government holiday calendar, and Bhai Dooj is placed not on November 10 but on November 11. If you are trying to gauge progress on applications or approvals with government offices, this is the reference to use.
This is where Japanese companies most often get it wrong. India has almost no holidays that apply uniformly across the entire country.
| Category | Applies to | Treatment of Diwali |
|---|---|---|
| Holidays common nationwide | Republic Day, Independence Day, Gandhi Jayanti | Not included. These three days are holidays in every state |
| Central government office closed days (17 days) | Central government administrative offices | Included (November 8) |
| State holidays | Notified by each state; banks and similar institutions are governed separately | The number of days and dates vary by state |
| Private companies | State law sets a minimum number of days, and each company decides the breakdown | Varies by company |
Holidays for private companies are set by state-level law; there is no unified federal law. The minimum number of days also differs by state: Tamil Nadu requires four mandatory days, Republic Day, May Day, Independence Day, and Gandhi Jayanti, plus five festival holidays negotiated between labor and management. Karnataka adds seven days including May 1 and November 1. In other words, the only thing you can reliably read off the government holiday calendar is government office operations, and you can only find out when your business partners will be off by checking with them individually.
Diwali 2026 falls on a Sunday. In Japan, you might expect the following day to become a substitute holiday, but that is not the case in India.
The central government's holiday notification explicitly states that no substitute holiday will be given when a holiday coincides with a non-working day such as a weekly off. For the same reason, Independence Day (August 15) also falls on a Saturday in 2026, and there is no substitute for that either. The total number of closed days is 17, but the actual number of weekdays lost is fewer. Whether private companies follow this practice depends on each company's own rules.
Many people have experienced this: "It was supposed to be just one day off, but nothing moved forward all week." On the government side, this is explained by a mechanism called the Restricted Holiday.
In other words, during Diwali week, government offices are neither "fully closed" nor "fully staffed." Because each staff member takes a different day off, approvals stall and the person in charge is unavailable to confirm things, and this can go on for several days. If you judge from the closed-day calendar alone that "things will be moving again from November 9," your expectations will likely be wrong. Even at private companies, it is not unusual for employees to combine paid leave to take an extended break.
Another point that is easy to overlook is regional variation. For central government offices outside the Delhi metropolitan area, 14 of the 17 closed days are mandatory holidays, and the remaining three are chosen by each state capital's committee from a separate list. This means that even within the same central government organization, the days off differ depending on the state.
If you deal with multiple locations, you need to check each site individually rather than lumping them together as "Indian holidays." For the specifics by city, see Delhi and Chennai and other city articles, which also address this.
Diwali is a period when operations slow down, but it is also India's biggest shopping season. Every year, the national trade body CAIT (Confederation of All India Traders) surveys 60 major distribution hubs across the country to estimate sales.
| Year | Estimated sales (original units) | Approximate yen equivalent |
|---|---|---|
| 2021 | ₹1.25 lakh (1 lakh = 100,000 rupees) crore (1 crore = 10 million rupees) (INR 1.25 trillion) | Approx. JPY 2.1 trillion |
| 2023 | ₹3.75 lakh crore (INR 3.75 trillion) | Approx. JPY 6.2 trillion |
| 2024 | ₹4.25 lakh crore (INR 4.25 trillion) | Approx. JPY 7.1 trillion |
| 2025 | ₹6.05 lakh crore (INR 6.05 trillion) | Approx. JPY 10.0 trillion |
The 2025 breakdown was ₹5.40 lakh crore for goods and ₹65,000 crore for services. Indian media report figures in lakh and crore, and getting the conversion wrong shifts the number by an order of magnitude. 1 crore equals 10 million, and 1 lakh crore equals 1 trillion.
The same CAIT survey also breaks sales down by category. Here is what that looks like for food-related categories.
| Category | Share |
|---|---|
| Grocery / FMCG | 12% |
| Gifts | 7% |
| Sweets and namkeen | 5% |
| Fruit and dried fruit | 3% |
| Bakery | 3% |
Food-related categories (grocery and FMCG 12%, confectionery and namkeen 5%, fruit and dried fruit 3%, bakery 3%) add up to about 23% of the total, and reach nearly 30% when gifts are included. High-ticket items such as gold and jewelry (10%) or consumer electronics (8%) tend to draw attention, but the share of everyday food consumption is not small.
In a 2025 survey by JioStar of 8,119 respondents, 92% said they planned to spend the same as or more than the previous year. Of these, 58% said "more" and 34% said "about the same." The average budget per person was ₹16,500 (approximately JPY 27,000), and 89% planned to spend ₹30,000 or less.
This survey was conducted online among users of the company's own services and is not nationally representative. Treat it as an indicator of general trends rather than a precise figure.
How concentrated demand is around Diwali shows up clearly in the earnings of listed local companies. Major sweets maker Bikaji Foods International disclosed in its quarterly results announced in January 2026 that sales in its packaged sweets segment fell 17.1% year on year, attributing this to a "seasonal factor caused by Diwali falling earlier than usual." For the nine-month cumulative period, sales were up 8.1%.
A shift of just a few weeks in the timing of the festival can move quarterly sales by double digits. That is the reality of seasonality in India's food market. When Japanese companies roll out products locally, they need to build their annual plans around this premise.
Given the structure of this shopping season, there are mainly three openings for Japanese food companies.
Diwali is also a time when companies exchange gifts with one another. Gifts account for 7% of CAIT's category breakdown. This is an area where the credibility of being made in Japan tends to matter, and packaging quality and how sets are assembled make the difference. FSSAI certification keep in mind that having this in place is a precondition for doing business.
Sweets (mithai) and dried fruit are traditional gifts. Because vegetarian compliance is a baseline requirement, this needs to be checked from the raw-material design stage. Beef-derived ingredients must be avoided, and products containing beef are banned outright from food imports into India which matters for the same reason.
For the 2025 festive season, research firm Redseer forecast that e-commerce GMV would reach ₹1.15 lakh crore (INR 1.15 trillion, approximately JPY 1.9 trillion) over the 30-35 days before Diwali. The actual figures published cover the first 11-day leg: ₹60,000-62,000 crore (approximately JPY 1.0 trillion), up 20-22% year on year. Around 90 million shoppers took part, with average spending of about ₹7,000.
E-commerce is a channel you can enter even before securing shelf space in physical stores. Import tariffs and customs clearance conditions if you can factor these into your pricing, it can serve as a venue for test sales.
The Diwali shopping season is not something you can act on at the last minute. Working backward from the process of getting a product onto shelves shows when you need to start.
| Timing | What to do |
|---|---|
| 4-6 months before (May-July) | Finalize product specifications and packaging. Confirm FSSAI-related requirements |
| 3 months before (August) | Start arranging imports. Sea freight takes 4-6 weeks |
| 2 months before (September) | Pitch to distributors. Prepare e-commerce listings |
| 1 month before (October) | Run promotions. The festive e-commerce season runs 30-35 days before Diwali |
| Just before through the day itself (early November) | Operations on the Indian side slow down. Clear anything requiring a decision ahead of time |
One condition that particularly affects imports is shelf life. In India, at the time of customs clearance, either 60% of the shelf life or three months, whichever is shorter, must remain. Given how long sea freight takes, products with a short shelf life simply cannot fit the schedule.
The main celebration falls on Sunday, November 8, 2026, a closed day for central government offices. It is a five-day festival; the surrounding observances, Naraka Chaturdasi (November 8), Govardhan Puja (November 9), and Bhai Dooj (November 11), are Restricted Holidays. Traditional calendars often list the festival as running from November 6 to 10, and the dates as a religious observance can shift by a day or two depending on the calendar school followed.
No. The central government's holiday notification explicitly states that no substitute holiday is given even when a holiday coincides with a weekly off day. Independence Day (August 15) also falls on a Saturday in 2026, and there is no substitute for that either.
Because government offices operate under the Restricted Holiday system. In 2026, 34 observances are listed, and employees pick any two days from that list to take off. The office itself stays open, but because different staff take different days off, approvals and confirmations get delayed. Holidays at private companies are set by state law, which mandates a minimum number of days while each company decides the specifics, so check with your business partners individually.
According to estimates from the trade body CAIT, the 2025 season came to ₹6.05 lakh crore (INR 6.05 trillion, approximately JPY 10.0 trillion). This breaks down into ₹5.40 lakh crore for goods and ₹65,000 crore for services, up from ₹3.75 lakh crore in 2023 and ₹4.25 lakh crore in 2024.
As a rule of thumb, finalize product specifications and packaging 4-6 months ahead and start arranging imports 3 months ahead. This is because sea freight takes 4-6 weeks, and at customs clearance in India either 60% of shelf life or three months, whichever is shorter, must remain. The e-commerce shopping season is concentrated in the 30-35 days before Diwali.
Yes. For central government offices outside the Delhi metropolitan area, 14 of the 17 closed days are mandatory holidays, and the remaining three are chosen by each state capital's committee from a separate list. State governments and private companies set their holidays separately from this, so if you deal with multiple locations, check each one individually.
Diwali 2026 falls on Sunday, November 8. There is no substitute holiday, and the surrounding Govardhan Puja (November 9) and Bhai Dooj (November 11) are taken individually as Restricted Holidays at central government offices. State-specific holidays add another layer: Gurugram is off on November 9, while Mumbai, Bengaluru, and Ahmedabad are off on November 10. Even though there is only one official closed day, the practical reality is that operations run thin all week because different locations take different days off. It is safer to clear anything requiring a decision during October.
The festive shopping season expanded to ₹6.05 lakh crore (about 10.0 trillion yen) in 2025, with food-related categories accounting for roughly 23% of that and reaching nearly 30% when gifts are included. If you plan to enter this market, working backward from November 8, you need to start arranging imports by summer at the latest. Holiday schedules by location "India's Holiday Calendar"; for annual sales-season planning that includes festivals besides Diwali, see "The Annual Calendar for Festival Marketing" covers this.
