Announced at a forum co-hosted with HDBank (Ho Chi Minh City Development Joint Stock Commercial Bank), the hub is built around a USD 30 million (approx. JPY 4.5 billion) fintech investment fund, a technology partnership with crypto giant Binance, and capital markets cooperation with the London Stock Exchange (LSE), aiming to fundamentally transform digital financial services for Vietnamese consumers.
At the investment forum held on April 14 at the Saigon Marina IFC Building in Ho Chi Minh City, Associate Professor Nguyen Phuc Huan, Deputy Chairman of the VIFC-HCMC Executive Committee, declared the official launch of the Fintech Hub. Nguyen Cong Vinh, Vice Chairman of the Ho Chi Minh City People's Committee, stated that the city would 'build a transparent and stable investment environment and strongly drive innovation in the financial sector.'
The hub is positioned as one of VIFC-HCMC's four pillars and operates under the following 5-layer structure.
Of particular note is the introduction of a regulatory sandbox. This mechanism can shorten the time needed to bring a new financial product to market from the conventional 6-12 months to about one week, enabling rapid test-and-improve cycles for consumer digital wallets and payment apps.
Behind the Fintech Hub launch lies a flow of massive investment into VIFC-HCMC. Global companies including Nasdaq, the London Stock Exchange, BlackRock, Warburg Pincus, TikTok, and Binance have announced investment commitments totaling USD 19 billion (approx. JPY 2.85 trillion), and the funds are expected to move into execution once the legal framework is finalized.
Ho Chi Minh City accounts for about 25% of Vietnam's GDP and is the country's economic heart, and VIFC-HCMC will be established in an 898-hectare area. In the Global Financial Centres Index (GFCI 39), it ranked 84th overall, up 11 places from the previous edition, 83rd in fintech, up 7 places, and in the top 30 globally, second in Southeast Asia, in blockchain.

2. Barriers to entry for B2C financial services fall
The sandbox's 'one-week test' mechanism significantly reduces the cost of pilot testing in the Vietnamese market for Japanese fintech companies and insurers. As JCB and UnionPay expand their local presence, the environment is becoming easier for Japan-originated payment and insurtech companies to try out.
3. Opportunities for green finance cooperation
HDBank plans to issue up to USD 300 million in international green bonds, creating a new investment target for ESG-focused Japanese institutional investors. For Japanese manufacturers working to decarbonize their supply chains, the improvement in Vietnam's financing environment is also worth noting.
Ho Chi Minh City's Fintech Hub launch adds a new player to the fintech supremacy race in Southeast Asia. While Singapore leads on regulatory readiness and capital strength, and Bangkok pursues consumer stimulus through digital wallet policy, Vietnam is differentiating itself through 'sandbox speed' and a 'USD 19 billion capital commitment.'
The partnership with Binance is particularly noteworthy. The Ho Chi Minh City Department of Finance and Binance have signed a cooperation agreement on technical support and product development, and pilot programs for digital asset tokenization and cross-border payments are under consideration. A blockchain sandbox workshop was already held on April 2, and preparations are proceeding at the working level.
Meanwhile, The new e-commerce law taking effect in July 2026 requires platform operators to disclose their algorithms and integrate with VNeID, and with fintech and e-commerce regulations moving in tandem, the entire digital consumption ecosystem is likely to undergo restructuring.
